I have purchased two cigars from the tobacconists Ariizumi which is in an underground arcade near Shibuya Station.
The two cigars I bought; the first, a Bolivar (I can't remember the type) and the second, a Romeo Y Julieta No.2, were both dried out and flavourless.
I believe this is due to the fact that Ariizumi keeps their cigars in what looks like a refrigerator; something I find rather unbelievable for a tobacconist.
Although the place has a decent assortment of cigarettes and tobacco-related stuff, I definitely won't recommend buying cigars from this shop. Better head off to Le Connaisseur Shibuya if you need to buy some cigars.

Sakaba SOU is a fancy bar in Jiyuu-gaoka, with a good mood and comfortable sofa seats. Cocktails are fine, although nothing exceptional. Recommended if you want to close the distance with your date.

I visited this bar back in my college days, just after it opened and a few times since.
A few minutes walk from Tokyu Oimachi Station, Long Ash is a relatively new cigar bar. Well, not entirely a cigar bar, since the place is all about tobacco, including pipes and roll-your-owns.
For cigarette and pipe smokers, I suppose the place is fine. Drinks are cheap. But the air circulation was terrible, and with a few lit cigars, the place is full of smoke. If you are a cigar smoker with low nicotine tolerance, beware; you may get nicotine sickness. Remember, this is from a cigar smoker's standpoint only.
Also, the seats were very uncomfortable, and even with only 6 seats in the bar it felt very small.
Of course, there aren't many alternatives around Oimachi, but I'd prefer to stay on the train one station longer and go to Shinagawa.

Bar & Enoteca Implicito is a Italian-style bar atop a hill in Hiroo, in the middle of a residential area. Relatively quiet with a open but grown-up atmosphere, the place specializes in Italian wines. Personally I prefer to have a Cafe Latte with my cigars, which is what I did.
Although I have yet to dine in Implicito, I have enjoyed a smoke on the first floor (bar). The coffee is good, and you can enjoy your cigar while a cool breeze flows through the door.
Although there are other (more conveniently placed) places to enjoy coffee and cigars around Tokyo, this one is open well past midnight, which gives it an extra star.

Bar Panacea is one of two cigar bars in the Takatsu neighbourhood of Kawasaki City. Unlike its counterpart, Bodega, Panacea is a calm and quiet bar. Like its counterpart, it is inconveniently placed.
The bar itself offers nothing special to set it apart from others, but if you are a local and want somewhere to have a quiet talk and a cigar with a friend or date, Panacea should be your choice.
